Phoebe Halliwell is a character from Charmed (1998).

Unlike her sisters, Phoebe embraced her destiny as a Charmed One. However, as the least rule-abiding one of the three sisters, Phoebe frequently saw magic as a tool, which led her to often break the most basic of Wiccan rules: magic is not meant to be used for personal gain, and reap the karmic consequences.

At Higher Levels and Optional Rules

Phoebe uses the Human Variant optional rule, allowing her to pick up the Tavern Brawler feat at 1st level. At higher levels, she should also consider some of the following feats: Resilient (Constitution), Resilient (Dexterity), Ritual Caster, and War Caster.

Phoebe should continue to improve her Intelligence, Constitution, and Wisdom, and consider gaining the following spells: augury*, banishment, divination*, fly, foresight, levitate, locate creature, locate object, scrying, see invisibility, true seeing.
